This happened to me too, when she told me to meet her after the rting it was about 02:30 in the morning or something so I did simple quests through the day until about 21:00, then when I ran to the mill she was waiting outside the door Only help I can offer is don''t do Odo''s quest, that jumped me to late at night and after it I went to the mill and she wasn''t there.

According to wiki she might not be there 24/7, so you might need to mediate by a fire right outside of that Inn or pay the innkeeper for a room (5 Oren). Use manual save (bind a key) and save often, so if she would be killed again later in the game you can go back to a time where she .

Triss is a love interest, not just a one night stand, so her first card only showing the barest outline of her body works very nicely. Vesna has to pretend to be virtuous because she lives with her grandmother. Plus most of the time you see her is at work.
